Some forms of land-based gambling are legal but strictly limited in Albania. The only casino is the Regency Casino Tirana which is situated in the capital of the country. The minimum gambling age in Albania is 18. The Amendment to the Albanian Gambling Act banned all online gambling and sports betting. The new gambling legislation has forced the closure of slot machine halls, betting shops and all other forms of sports wagering including the ones via online sites.
Albanians love gambling. Traditionally, the gambling industry is the second largest employer in Albania after the energy sector. Albania used to be home to 4,200 sports betting offices all over the republic. According to official figures, Albanians used to spend up to EUR 150 million. The Albanian government blames the spread of the gambling industry in the urban centers for numerous social and family problems. At the start of 2019, Albania made resolution to break the gambling addiction. Albania’s parliament passed a law banning sports betting and other forms of gambling and restricting slot halls across the country in a bid to protect household finances, tackle addiction among gamblers and match fixing in sport competitions.
Gambling regulation in Albania
The Albanian law on gambling is in a state of change. In October 2018, the Albanian government approved the changes to the law on gambling which banned most forms of gambling across the country beginning from January 1, 2019. Law No. 75/2018 On Several Amendments and Changes to Law No.155/2015 On Gambling in the Republic of Albania prohibits in-person and online sports betting and most slot halls not operated near major tourist resorts. The law, however, allows gambling at five-star hotels in licensed tourist resorts out of residential areas, bingo games on TV, and the national lottery. The decision has also been made to suspend the activity of the Albanian Gambling Supervision Authority due to its restructuring. The Gambling Supervision Authority used to supervise the activities of entities that organize gambling in Albania.
Land based gambling
Under the new gambling law, only gambling at casinos in large hotels, TV bingos, and the national lottery are allowed to operate in Albania. The Albanian government has attempted to lower the numbers of gambling establishments by imposing distance criteria and increasing licensing fees since 2015. Since the start of 2019, gaming operations have been removed from residential areas and restricted to designated tourist areas and non-residential areas that will be determined by the government. Slot halls and sports bookmakers have to close down. Currently, there has been a complete stop to the process of issuing sports betting operator licenses.
The only Albanian resort casino is the Regency Casino in Tirana operating under strict international regulations and in full compliance with the Albanian legislation regarding casino operations. There are 240 gaming machines and 20 gaming tables. The opening hours are from 2 pm to 6 am. The slot machines area is open 24/7. The age limit is 18. All the players who want to play in Regency Casino Tirana must be provided with a membership card. A membership card is issued on completing a registration form at reception.
Despite the latest gambling changes, the national lottery continues to operate in Albania. Lottery games have been famous in Albania since the beginning of the 1990s. Lotaria Kombëtare (National Lottary) offers a wide range of lottery services to Albanian consumers. In 2016, the gambling technology provider Novomatic took over Lotaria Kombetare. Since January 1, 2019, all forms of online gambling have been prohibited in Albania. Online gambling sites are not licensed to operate inside the country. The Government implements web censorship of all foreign online casinos.
